The Carter Review, published in June 2010 by the UK’s new coalition government was met with a wave of strong opinion, with the unions calling for swift action to implement the recommendation and the Chamber of Shipping describing the Review as displaying “a breathtaking ignorance of the nature of the shipping industry”.
