Answer
·  When should I come on day rate?

As a rule, on a worldwide basis, you should expect to come on day rate the day you leave your place of residence. Example: If you leave home at 23:00hrs then you should get a full days pay for that day.

This is normally called Door to Door. ALWAYS ensure that pay agreements are put in writing by email (as a minimum).  Never rely on promises made over the phone unless you know the company and they know you.

As a rule, on a worldwide basis, you should expect to come off day rate the day you arrive back at your place of residence. Example: If you arrive home at 01:00hrs then you should get a full days pay for that [new] day.

Not many!

Think about it. Why would a Company pay an Agency to supply someone who has no experience or knowledge or ROVs?? The whole point of going to an Agency is to get someone experienced.
